sentencing commission and america's largest service group for prison guards. what the bill o'reillies of the world fail to acknowledge is that these blanket solutions are not applied evenly so the rhetoric is not fitting the reality. drugs haven't gone away. even though the united states is only 5% of the world population, we have 25% of its prisoners, the highest incarceration rate in the world. our prisons are dangerously overcrowded, half filled with people who didn't commit violent crimes....
